"Babies having Babies" Who's to blame

Can you imagine being robbed of your childhood at the tender age of 10 years old? Well this is exactly what happen to a ten year old living in Spain. The difference in the two would clearly be their age. There's a 19 year gap in between the two where one would be able to find themself as a person. How can this 10 year old possibly find herself when she will be strapped down with such a heavy burden. Don't get me wrong, bringing a life into this world is a beautiful thing, but such a burden should be done responsibly!

I'm speechless because looking at the list I count 32 different cases where the mom to be was under the age of 13 years old. Wow! Think of the cases that have not been reported. Where do we draw the line and who's to blame for such careless behavior? Are the laws we have in place today allowing our children to be children?
